Simply horrendous planning and execution. I could have done better and I'm just some guy. Construction company went bankrupt just as things were going along nicely. Now its a big hole in the ground and what little work done has rotted and decayed and needs to be completely torn out and redone when a COMPETENT company is hired.
Unless this is supposed to be a swimming pool, it’s just useless a hole in the ground. Good metaphor for Poway leadership though!
