The subpar rating is due to the fact that HOA holds no meetings with owners, does NOT enforce all bylaws, but rather cherry picks what he wants to. Cars parked on streets multiple days, or years without moving, fences falling down and there are many more things that doesn't matter... but have a few weeds and that world is ending. 304+ residents do NOT think you are doing great, they just haven't reviewed you here.
