The “Applicant Review” letter was written on July 14 and mailed out by the property on July 21. The applicant received the letter on Thursday, July 24. The property expected a response by Monday, July 28. The earliest the applicant could mail it out was Friday, July 25, which did not guarantee that the property manager would receive it by the deadline. Because none of her friends or family could assist her sooner, the applicant personally delivered the letter to the property manager on Tuesday, July 29. However, the letter was denied due to lateness. The applicant had been on the waiting list for three years and now has to start over.
